Dear Chief Louis,
I am writing to thank you and your team for arresting Wilmer Guerrapena, who is believed to have tried kidnapping a young woman around UC Berkeley last week. I also would like to recommend a commendation for the officer(s) involved.
As you know, Guerrapena intentionally collided with a visiting college student last week who was riding a scooter by College & Haste. When she went to see if he was alright, he grabbed her and tried to carry her toward a building. Luckily, she was able to break free. Her attacker escaped, and when officers arrived they were unable to find him in the area.
According to The Berkeley Scanner, an officer on patrol identified Guerrapena last Saturday night on Durant— just 4 blocks from the attempted kidnapping scene. He was arrested on suspicion on kidnapping to commit a sex crime, assault with intent to commit rape, giving false ID to police and failing to provide DNA or fingerprints. He is currently in jail awaiting arraignment next week.
As a Cal parent, I cannot tell you how grateful I am to you and your entire team for catching this guy. The intended victim was a young exchange student at UC Berkeley, and had she not been successful in breaking free this already-disturbing incident could have been much, much worse.
I realize there is little you can share with me because this is an ongoing investigation, but I wanted to praise the officer(s) involved and recommend a commendation for them. Too often, Berkeley PD becomes a punching bag for City Council members, and others. I want you to know there are many Cal parents just like me who recognize the important work you’re doing and who are incredibly grateful that you’re there keeping our kids safe.
